According to the regulations, employees have the right to obtain a subsidy equivalent to 60% of the average monthly salary for unemployment insurance contributions in the six consecutive months before leaving the work, but not exceeding 5 times the basic salary or the minimum regional wage.

“One of the reasons why unemployment insurance is not a real” life savior “for workers is that the level of contribution does not reflect the actual income accurately.

For example, the clothing factor may earn more than 10 million dung per month, but the company announces only the salary for unemployment insurance at 6 million dung. Thus, although the benefit rate is 60%, the actual amount that is received does not exceed about 3.6 million duns per month. This paradox has been in long, causing workers suffering when they lose their jobs, and unemployment insurance benefits are not sufficient to ensure the minimum level of living.

The need to raise the level of support

After 16 years of implementation (since 2009), the unemployment insurance policy has revealed many shortcomings. The urgent need lies in the modernization of policy so that unemployment insurance becomes a real “savior” for workers rather than just receiving temporary support.

“The unemployment subsidies should help continue their lives while searching for work or learning a profession when losing their jobs. If the joint stock policy is not commensurate, it will be very difficult to attract workers to participate,” said Ho Thi Kim Njan, Vice President of Labor Relations Department (General Workers Union in Vietnam).

“Solving the problem of unemployment is only part of the superiority of unemployment insurance, and the important goal in the long term is the policy of workers to support workers to quickly find jobs and return to the labor market.”

Moreover, unemployment insurance is currently compulsory only for contracts with contracts, while tens of millions of official workers cannot reach this policy. The employment policy stipulated in the draft law should pay attention to this category, to ensure social security and achieve justice between the workforce in society.”

The House of Representatives is expected to pass a (modified) labor bill on June 11th.
